Yaounde (Cameroon) (AFP) – In the town of Fotokol on Cameroon’s border with Nigeria, civilian vigilantes are risking their lives keeping a lookout for suicide bombers from the deadly Boko Haram group.

“We’re on high alert day and night to protect our city from Boko Haram kamikaze attacks,” said Modo, a civilian hoping to keep the volatile extreme north safe from Islamist fighters across the border in neighbouring Nigeria.

Earlier this month, five people were killed and 10 hurt when a woman blew herself up in the village chief’s home as three other suicide bombers were seen by vigilantes “heading towards the centre of town”.

Seeing they had been detected they blew themselves up — but there were no other victims.

The vigilantes, said regional governor Midjiyawa Bakari, provide “substantial backup” on the intelligence front and some are being equipped with metal detectors to help them ward off fresh assaults.

In the attack-prone region, vigilante groups have been active against the Boko Haram threat for more than a year, while across the border in Nigeria civilians have long cooperated with the army to curb attacks.  

On November 9 for instance, a vigilante named Danna spotted two apparent female suicide bombers in Fotokol, Modo said.  

“He tried to neutralise one of them using his arms, but she detonated the explosives she was wearing,” killing Danna and two other civilians, Modo told AFP by telephone.

But “thanks to him, the suicide attackers never got to the market as planned.”

The two girls had spent the night with a relative in the village after travelling from the Nigerian city of Dikwa, around 70 kilometres (45 miles) from Fotokol.

The relative was a Nigerian who had fled to Cameroon to avoid the trouble at home.

– Bombs assembled in Nigeria –

Security sources said that since 2012, Boko Haram has set up a web of contacts in Cameroon enabling the extremist group to nab Western hostages and set up a trafficking network dealing in arms, vehicles and merchandise.

In 2014, Cameroon went into battle to crack the network but has not managed to dismantle it. And ever since the Cameroonian army joined a regional military alliance to fight Boko Haram, the north has become a favoured target for the Islamists.

Since July alone, Boko Haram has staged more than 16 suicide attacks in the region, leaving more than 100 people dead.

The porous border enables attackers to travel easily into Cameroon, where they can target gathering places such as markets and mosques. 

In general, the explosives kill in a radius of around 50 metres (yards), said an officer from the rapid intervention battalion (BIR) tasked with battling Boko Haram.

“We think the explosives are assembled in Nigeria, with munitions seized during attacks on military bases,” he said.

While in most cases the explosives were detonated by the bombers themselves, some evidence suggests that vests on child bombers may be set off remotely.

– ‘We’ve become like soldiers’ –

The attackers usually go through a “very thorough indoctrination process”, the officer said, with some under the influence of drugs.

“They’re given Tramol (a numbing drug used to relieve pain in several countries in the region), or cannabis before being sent on missions.” 

The vigilantes often use bladed weapons, machetes, knives and spears in a first line of defence against suicide attacks — a local shield of sorts.

“We’ve become like soldiers. We track Boko Haram,” said a vigilante in the village of Amchide, who asked not to be identified, and who is part of a group of more than 200.

The group has arrested 50 suspected Islamists since December last year after drawing up a list of more than 200 potential Boko Haram fighters.

But this makes them prime targets for Boko Haram. Four of them were killed on November 13 in an attack on the village of Assighassia, and two more were killed two days later near Amchide.

Business investment across the US is fizzling out (Wall Street Journal)

Spending on “machines, computers, and new buildings,” along with other building blocks of the economy, have slowed, according to a report in The Wall Street Journal. 

“The broadest measure of US business investment advanced 2.2% from a year earlier in the third quarter,” it reports, citing figures from the Commerce Department.

The Journal also cites the example of orders for nondefense capital goods excluding aircraft declining 3.8% through the first 10 months of 2015, compared with the same period last year. 

“Many factors have conspired to limit growth in investments during this economic expansion,” the publication reports. “Businesses hesitated to commit to projects amid uneven consumer demand and concerns about the regulatory environment. Thousands of firms have decided to bolster share prices by spending money on stock buybacks and dividends, rather than plow funds back into facilities and equipment, moves that would boost worker productivity and eventually wages.”

“The transition and reduction of capital from the FICC business could take time, but it is our view that if [Morgan Stanley] can articulate a clear path (with milestones) to that end state, it can begin to positively impact the valuation of MS shares,” UBS analyst Brennan Hawken writes.  

Morgan Stanley had the largest drop in bond-trading revenue of all the major banks. Trading was down 42% year-on-year in the third quarter.

#UK Sandy Berger, ex-Clinton national security adviser, dies

WASHINGTON (AP) — Former national security adviser Sandy Berger, who helped craft President Bill Clinton’s second-term foreign policy and got in trouble over mishandling classified documents, died Wednesday, a spokesman for his consulting firm said.

He was 70 and in ill health.

The cause of death was not immediately available.

Berger was White House national security adviser from 1997 to 2001, including a period when the Clinton administration carried out airstrikes in Kosovo and against Saddam Hussein’s forces in Iraq. Berger also was deeply involved in the administration’s push for free trade.

In 2005, Berger pleaded guilty to illegally removing classified documents from the National Archives by stuffing some documents down his pants. He was sentenced to probation and a $50,000 fine. He expressed regret for his actions.

Out of government, he helped found the firm now known as the Albright Stonebridge Group, where he most recently held the title of chair, along with former Secretary of State Madeleine Albright.

#UK Stocks are mixed in early trade; oil price slips

NEW YORK (AP) — Stocks were in mixed in early trading Wednesday ahead of a European Central Bank meeting where further stimulus is expected to be announced as well as a speech by the head of the Federal Reserve. Energy stocks fell along with the price of oil.

KEEPING SCORE: The Dow Jones industrial average lost 10 points, or 0.1 percent, to 17,877 as of 10 a.m. Eastern. The Standard & Poor’s 500 index lost a point to 2,102 and the Nasdaq composite was up 10 points, or 0.2 percent, to 5,167.

EUROPE STIMULUS: Investors expect the European Central Bank will expand its stimulus program when policymakers meet on Thursday, either by expanding its bond-buying or by cutting interest rates further. ECB head Mario Draghi signaled that action is coming this week as the bank seeks to support growth and push inflation higher.

US RATES: Investors are also keyed into Federal Reserve chief Janet Yellen’s speech set for Wednesday, as well as the November jobs report, scheduled to be released on Friday, which comes shortly before the Fed’s next two-day policy meeting. Unless the November employment figures are extraordinarily weak, investors believe the Fed will raise interest rates from a record low this month for the first time since the financial crisis.

CONNECTED: Mobile phone component maker Qualcomm jumped $3.41, or 7 percent, to $53.10 after the company announced a patent deal with a Chinese mobile phone maker.

TO THE AUCTION BLOCK? Yahoo jumped $1.90, or 5.6 percent, to $35.62 on reports that the company was considering selling its core internet businesses. Yahoo has struggled for many years to re-energize its business model. The company’s stake in Chinese e-commerce giant Alibaba, worth $30 billion, makes up the vast majority of Yahoo’s overall market cap of $33.6 billion.

ENERGY: Benchmark U.S. crude fell 89 cents to $4.96 a barrel on the New York Mercantile Exchange. Brent crude, which is used to price international oils, fell 93 cents to $43.52 a barrel in London.

BONDS, CURRENCIES: U.S. government bond prices fell. The yield on the 10-year Treasury note rose to 2.18 percent from 2.15 percent late Tuesday. The U.S. dollar strengthened to 123.37 yen from 122.84 yen. The euro slipped to $1.0570 from $1.0631.

PONTIAC, Mich. (AP) — Two men a sheriff labelled “cowards” stole a cellphone from a suburban Detroit man with cerebral palsy, beat him, recorded the assault on his cellphone and posted it to his Facebook page, authorities said.

Nikey Dashone Walker and Shadeed Dontae Bey were arrested following the Sunday morning attack in a stairwell at the 23-year-old victim’s apartment complex in Pontiac, the Oakland County sheriff’s department said.

“Preying on those in our community who suffer from disabilities will not be tolerated and furthermore, to have the audacity to post their actions on the victim’s page is beyond belief,” Sheriff Michael Bouchard said in a statement. Police have released video of the attack.

Authorities have not released the name of the victim, but Frankie Santana, a resident at the complex, told WJBK-TV that he was the man who was assaulted.

“Why would they do that and put it on Facebook? That’s how you are going to get caught real quickly,” Santana said.

Bouchard credited the work of his investigators for bringing “these two cowards to justice.”

The 20-year-old suspects were arraigned Tuesday on charges including assault with intent to do great bodily harm less than murder, and ordered held on $25,000 bond ahead of a Dec. 8 court date. If convicted, they could be sent to prison for 10 years.

The men didn’t yet have lawyers on record to comment on the case, according to a check of 50th District Court records on Wednesday.

Santana said the men spit and stomped on him, injuring an eye, but that “nothing is broke.” He said he had seen one of the men before, but suspected that they snuck into the apartment complex.

“I crawled through the hallway and knocked on someone’s door and that’s how I got help,” Santana told the TV station.

Investigators responding to a report of the assault said they were told the suspects also posted the video to their own Facebook pages. The victim’s phone, which was taken while he was inside his apartment, was found at the home of one of the suspects, the department said.

The Associated Press sent a message for the sheriff’s department spokesman for information on how the men entered Santana’s home.

Cerebral palsy is a brain disorder that can affect movement, posture and muscle coordination.

Uber is ready to go big on its “Uber for Business” service in the UK, the part of the ride-booking app specifically tailored for company accounts.

In a job listing posted on Wednesday, Uber says it’s looking for “creative thinkers and builders” to apply to be a “founding member of the Uber for Business Sales organization.”

Here’s what the job of UK Manager of Uber for Business involves, according to the listing:

You’ll be on the frontlines introducing businesses to Uber while developing and testing new strategies around sales. We need a highly motivated self-starter, with an engaging personality who thrives in a team environment.

Uber for Business — known internally as U4B — launched in the US in July last year, integrating corporate accounts to the Uber app so that employees can bill rides directly to their employers.

The service has been hugely popular in the US, with over 50,000 businesses signed up by September of this year. It’s one of Uber’s fastest growing products.

U4B has been in operation in Britain since September last year, but until now has primarily served US clients who have UK operations here. Customers include Goldman Sachs, Bank of America, Barclays America, Deutsche Bank, Evernote, Salesforce, and Wunderman Advertising.

Up until now, there’s been no specific drive to sell U4B in the UK, partly because of an engineering issue. Uber wasn’t able to offer centralized billing and invoicing, instead letting you charge to an individual company credit card. That’s cumbersome and not what companies want.

Uber has been focusing on building the backend for its ride-sharing UberPOOL product in the UK, and now that it is launched, the company is beginning to look at building the backend for U4B.

Alongside that effort, it’s building out the sales team for a big push once the tech is ready. BI understands the company is looking to hire several sales people alongside the UK Manager.

Despite the fact that U4B has been more or less in “stealth” mode in the UK, London is already one of the most popular cities for the service thanks to the high number of US businesses with a presence here. Once Uber hires a sales team, it could go stratospheric.

All this is bad news for Addison Lee, the homegrown minicab operator that has been leading the fight against Uber here in the UK. The company’s bread-and-butter is corporate accounts and up until now it has had comparatively little competition in that arena from Uber. That’s about to change.

#UK Microsoft Cortana went 10-6 picking NFL games in Week 12 — here are this week’s picks

Microsoft Cortana — the virtual assistant that’s predicting the outright winner of every NFL game this season — enjoyed a bountiful Thanksgiving, correctly picking ten of the Week 12 NFL games, including three of four on Thursday.

Cortana’s first miss of the week came by way of the Green Bay Packers, who were upset by the Chicago Bears and continue to aggravate fans and bettors everywhere. Elsewhere, it also incorrectly picked the Falcons, Jaguars, and Giants, and rounded out the week with misses during the Sunday and Monday night games. 

In all, Cortana moves to 112-64 on the season (63%). Of the 135 experts and algorithms that are compared over at NFL Pick Watch, Cortana moves into ninth place. FiveThirtyEight’s Elo model, which we’ve put up against Cortana most weeks to see how it’s fared, moved into first place overall with an impressive tally of 118-58 (67%). As always, Elo doesn’t always predict an outright winner, which helps its overall score.

This week, Cortana thinks that the Panthers will keep on their winning ways, and that the Packers, Patriots, and Giants will all bounce back after losses. In a possible wild card round preview between the Seahawks and the Vikings (the two would play if the playoffs started this weekend), Cortana gives the Vikings the slightest of edges at home.

In recent years, it’s become a tongue-in-cheek holiday tradition to switch your TV to a broadcast of a burning fire during a holiday party. YouTube videos of burning Yule Logs make a neat 21st-century stand-in for an actual fireplace.

And now, there’s a new and improved version: a burning yule log video that features actor and towering symbol of American manhood Nick Offerman sipping whiskey next to the fire.

Offerman, who you might remember from “Parks and Recreation,” doesn’t speak a single word during the 45-minute video. Instead, he just sits next to the fire looking distinguished and sipping Scotch.

The video is an extended promo for the Scotch whiskey company Lagavulin. Three more videos are coming out next week, a rep from Lagavulin told Tech Insider.
